przedmiot ogłoszenia | SCC IC Surrey Fire and Rescue Initial Response Vehicle Concept. Surrey Fire and Rescue Service (SFRS) propose to explore a ‘proof of concept’ exercise to understand options of how we are abl e to maintain our legal obligations in an appropriate, value for money, delivery model that meets the needs of the resident and where possible enhances our current response methodology.SFRS sees an opportunity to provide a differentiated response model, which can be lower cost, more dependable, flexible and in some cases faster to respond. An ‘Initial Response Vehicle’ (IRV) capability appropriately equipped and crewed to attend most traditional incidents and support at more complex situations could provide a suitable substitute to some of our traditional fire engine fleet provision. The IRV would be a smaller variant type vehicle crewed by 2 fire-fighters, in comparison to a traditional HGV sized fire-engine crewed by four fire-fighters.Whilst an initial pilot scheme would seek to test the capabilities of an IRV as part of an attendance that would be supplementary to our existing level of response, the post pilot aspiration is to use IRV type units to provide a blended approach to deliver all 3 of our core service delivery strands; Response, Fire Protection and Prevention. These vehicles are likely to provide greater flexibility for future incident types, largely driven by collaboration with other services.The proposal is for a 2 phase procurement approach:Phase 1 will see the appropriate delivery, review and completion of a 12 month pilot as previously described. Central to this will be the understanding of how safe systems of work can be maintained, whilst adding value to existing service provision. It is intended that within the pilot scheme a minimum of quarterly performance reviews will be undertaken, to ensure continuous development towards a final vehicle specification and that safe systems of work are achievable through appropriate training and provision of equipment.Phase 2 a 2-year contract extension, will provide the option for an extended roll out of further IRVs or similar. It is anticipated that this could be up to an additional 4 vehicles. The extended roll out of further vehicles would be following a successful pilot scheme and approval from stakeholders including Surrey Fire Rescue Authority and Fire Brigade Union. SFRS would wish to include a breakout clause within any contract that despite the completion of a successful pilot scheme SFRA reserve the right not to progress with further roll out if this is not deemed appropriate at the time. |
